Child well-being is one of the most important topics of public debate in recent times, and the abuse of children's rights has moved up the social policy agenda. Public education campaigns have been promoted to combat violence against children, alongside programmes and institutions responsible for protecting children's rights. However, many children do not have access to information about child protection programmes. And data about the victims of child abuse or the factors that hinder or facilitate their access to the services that could support them are even more scarce. The Municipal Defenders of Children's Rights service in Peru (Demuna), which has been created at local level by the municipal authorities, promotes and protects the rights of children and young people. One aspect of the Ombudsman's work is to prevent the abuse by government services, or by adults, of the rights of children who have been victims of violence or are at risk of abuse (people trafficking, child pornography, drugs, child exploitation, etc.).
This policy paper approaches the topic of child abuse from the perspective of the public debate. It describes international approaches to the prevention and elimination of child abuse. And it gives an overview of the children in the Young Lives sample and the ways in which they access the Demuna services in Peru.
Las políticas públicas de protección infantil: Una mirada a las DEMUNA
El bienestar infantil se ha convertido en uno de los temas de mayor interés público en los últimos tiempos, por lo que el maltrato a los niños ha sido abordado de forma relevante por los responsables de las políticas sociales. Así, se ha buscado combatir la violencia contra la niñez mediante campañas de información a la población acerca de los programas y las instituciones encargadas de velar por los derechos de los niños. Sin embargo, buena parte de la población no cuenta con información acerca de los programas implementados para proteger a los infantes y adolescentes. Más aún, son escasos los datos acerca de las potenciales víctimas de maltrato infantil y los determinantes que posibilitan o limitan el acceso a este tipo de programas. La Defensoría Municipal del Niño y Adolescente (Demuna) fue creada para que la instancia más cercana al ciudadano -el municipio- promueva y proteja los derechos de los menores de edad. Una transgresión del derecho de los niños, niñas y adolescentes que la Demuna busca prevenir y frenar es el maltrato infantil mediante la consejería a los niños -y eventualmente a adultos- víctimas de violencia y en riesgo de ser involucrados en actividades como la trata de personas (pornografía infantil, comercialización de drogas, explotación infantil, entre otras).
